Local business pitches cannabis dispensary; resident reports flooding problem

Justine Murphy, another resident, said she preferred cannabis coming from a regulated dispensary rather than off the streets.
Separately, Bill Ball of 100 E. Poplar Ave. reported significant flooding where he lives; the minutes record that Mayor Troiano said he would have the city engineer inspect the site.
