Designer Victor said the enclosed portion of the third level is about 60 square feet and connects to an open terrace; he said immediate neighbors closest in elevation provided written support.
Commissioners noted other nearby houses vary in height and that the project will preserve tree canopy where possible. The board approved the variance 10–0 and limited its approval to the design as submitted; the applicant must still obtain permits and meet standard plan‑review requirements.
