Rowley commissioners approve November minutes and $10,736.96 in write-offs; receive operational updates

The board voted to accept the minutes from its Nov. 19, 2025 meeting after Mark Cousins moved for approval and Danby Whitmore seconded; the roll-call vote recorded all three commissioners as voting in favor. Later, Cousins moved to accept annual write-offs of stale or uncollectible accounts totaling $10,736.96; Bryan DiPersia seconded and the board voted unanimously to approve the write-offs.
General Manager Matthew Brown reported there are 38 residential solar systems enrolled in the MLP program and two new applications pending. Construction updates included work on Kittery Ave. where poles and framing for a second wire pull are complete and new primary cable had been installed; crews were preparing to energize the new line. Brown said the substation pad is complete and the transformer is on-site, with TSI testing Virginia Transformer components and third-party testing by UPG (Jim Fazio) scheduled prior to energization. Brown said Kevin Soden will provide a go/no-go determination for energizing the transformer. He also reported nine liens on ratepayer accounts totaling $9,362.62; the list was reduced after a DPU cancellation of a round of shutoffs.
Commissioner Danby Whitmore moved to adjourn; Chairman DiPersia seconded, and the board voted to adjourn at 7:13 PM by roll call with all voting yes. Minutes were submitted by Office Manager Eric R. Grover.
