Rowley MLP reports 38 residential solar systems, distributes community solar rebates to 357 ratepayers

General Manager Matthew Brown told the Rowley Municipal Lighting Plant commission on Nov. 19 that Rowley now has 38 residential solar systems enrolled with two additional applications awaiting processing.
Brown reported collections work is ongoing: terminations that had been scheduled for Nov. 5 were canceled by the Department of Public Utilities, and staff are sending reminder letters. He said about 35–40 accounts are being prepared for lien letters and that a write-off list will be ready for signing at the December meeting.
On community solar, Brown reported 357 ratepayers received rebates totaling $3,060.80; he said individual rebates averaged roughly $3 to $30 depending on customers’ kWh usage. The transcript does not provide a program budget or per-account totals beyond the average range.
Office Manager Eric Grover said he is researching Invoice Cloud as a billing platform with broader features than the plant’s current online vendor, Unibank. Brown also said the plant’s annual community solar rebates were included on customer bills.
