Granville board approves $105,224.78 in claims, OKs budget transfers; hears holiday and equipment updates

Trustee Heather Leaman moved to ratify the Oct. 6 minutes; Trustee Denise Davies seconded and the motion carried unanimously. The board then reviewed claims broken down as: General Fund $42,730.04; Water Fund $11,124.35; Sewer Fund $21,545.37; Senior Shuttle $1,295.53; Unaudited Vouchers $28,529.49 — for a total of $105,224.78. Trustee Denise Davies moved approval of the claims for payment; Trustee Heather Leaman seconded and the motion carried unanimously.
The Clerk-Treasurer, Rick Roberts, presented proposed General Fund budget transfers to prevent line-item overdrafts: transfer $10,000 to A51102 (DPW Equipment), reduce A51134 (Street Paving) by $6,000, and reduce F95509 (Capital Projects) by $4,000 to cover the net. Trustee Paul Garrone moved approval of the transfers; Trustee Heather Leaman seconded and the motion carried unanimously.
On community programs, Roberts said the Holiday Committee completed an initial installation (about 50% of decorations in place), selected a theme — 'Santa Claus is Coming to Town' — and that the Tractor Parade Committee had received 16 entries so far. Separately, Mayor Paul Labas reported the village recently purchased a used 2006 Genie 45' man lift with roughly 1,550 hours of use to help DPW install banners, trim trees, and perform building maintenance; the lift will receive a strobe light and additional safety equipment from DPW.
At 7:20 p.m. the board moved into executive session to discuss contract negotiations and employee relations; the Village Attorney, Michael Martin, attended the closed session. The board returned to open session at 7:45 p.m.; Mayor Labas stated that no decisions were made during the executive session. The meeting adjourned at 7:45 p.m.
