Committee hears bike-pedestrian plan update, discusses walking-path proposal and East Street pedestrian project

A committee member reopened a proposal to build a walking path to better connect parks and the library; staff recommended waiting for a forthcoming final draft of the citywide bike-pedestrian plan before making commitments. The Epstein group, working under technical-assistance funding, has been collecting public input and engineering data and will provide a draft recommendation in the spring identifying priority corridors and feasible improvements. Committee members asked that the steering committee’s priorities be returned to the Infrastructure Committee once the draft is available so priorities can be set for implementation.
Separately, staff described a late RTA call for projects and the city’s concept for East Street pedestrian improvements linking the metro lot to Eastman Street, including ADA ramp work and intersection upgrades. Staff said phase-one engineering (the city’s share) would be approximately $25,000–$26,000 and that the concept was submitted to pursue potential RTA funding. Staff also provided operational updates: excavation at Grant McKinley to repair a leaking tapping sleeve (a boil-order notice will be posted), preliminary sewer-lining work starting February 9 with lining the week of March 23, and stalled negotiations with property owners needed for an easement to add a second water line into Oakrove.
The committee did not take formal votes on these items but agreed to revisit the walking-path proposals once the final bike-ped plan draft and engineering feasibility information are available.
