Planning commission approves guide-service conditional use permit for 1125 Angler Drive

The Kenai Planning and Zoning Commission on May 27 approved a conditional use permit for a guide service at 1125 Angler Drive, concluding the use is consistent with the low-density residential zoning and noting the operation’s long history in the area.
Planning Director Butner said staff reviewed the site and found the proposed guide-service CUP meets the conditional-use review criteria in Kenai Municipal Code. Staff reported no recorded complaints tied to this specific property and noted the applicant’s intent to maintain vegetation buffers, privacy fences and minimal site changes.
Applicant Derek Gardner told commissioners he is bringing the use into compliance after taking ownership and that the guide and lodging activities have operated at the site in prior years. “To my knowledge, it's been in the Beaver Loop/Angler Drive area for many years,” Gardner said.
Commission discussion acknowledged other properties on Angler Drive have had issues in the past, but commissioners who were familiar with this parcel said it has been well maintained. The clerk called the roll and the resolution PZ2026-14 passed with six yes votes.
Conditions mirror standard CUP requirements: compliance with federal, state and city regulations, on-site inspections on request, routine fire inspections every two years, and a requirement to obtain a new CUP for any expansion or change of use.
