County engineer recommends Cross Construction for Kinsman Phase 5 sidewalk; commissioners advance routine fiscal items

Gary Shafer of the county engineer's office told the board the recommended award for the Kinsman Phase 5 sidewalk project will add sidewalk along the east side of State Route 5 in Kinsman, add crosswalks and extend sidewalk in the downtown area; construction is proposed to be funded using Transportation Alternatives Program (TAP) funds (Shafer said approximately 80% state TAP funds with a 20% local match, administered through the county’s LPA program).
Separately, the Auditor’s Office (Terry) reviewed agenda items including a journal transfer moving monies from funds 602 and 601 to fund 306 for a Sanitary Engineer payment, several additional appropriations and transfers of appropriation, and approvals of 'then and now' items for April; Terry stated these were special revenue funds rather than general fund items. Diane J. Kubik (senior levy administrator and assistant administrator) requested signatures for an Ohio Department of Transportation checklist/form for 2026–2027 that the board needed to sign as a formality for an awarded grant.
The board also acknowledged retirements (Deborah Visintainer, 42 years, and Denise Chuchak, 37 years, both retiring May 31) and voted to enter executive session under Ohio Revised Code 121.22(G)(6) to discuss security arrangements and emergency response protocols; roll-call confirmations were recorded on that motion.
Next steps: staff will circulate Zach's promised detailed report on the Braceville log cabin and other items; the Kinsman sidewalk award will proceed through the county’s procurement and contract administration processes and, if formalized, be funded through TAP and local match as described.
