Albion council approves tax abatement for Team One Plastics and several ordinances; summary of votes

At the March 25 Albion City Council meeting members recorded several formal actions and votes.
Resolution 3269 — Team One Plastics tax abatement: Following a corrected application and a second public hearing, council approved the tax-abatement application for Team One Plastics (corrected lot identified as lot 5; industrial development district establishment date Dec. 16, 1991). The staff recommendation relied on an evaluation matrix considering investment, job retention (89 jobs retained) and projected job creation (4–6 new jobs).
Ordinance (public-safety standard): Council considered and approved an ordinance amending a public-safety-related code item to adopt a more "reasonable" standard for enforcement discretion as presented by the chief of police; council votes were recorded in the affirmative.
Ordinance — water and sewage billing: Council approved a minor amendment to the water and sewage collection/payment ordinance to enable monthly billing as the city transitions to hourly-reading advanced meters with electronic billing options. Staff said the meter rollout is roughly 45% complete and the city will maintain mailings for residents who need paper bills.
Amendment 202604 — Austin School tax-exemption pilot: Council voted to approve application support and a local amendment to permit the Austin School redevelopment pilot to pursue state tax credits (see separate article). The approval was recorded with at least one dissenting vote.
Other actions: Council approved minutes for prior meetings, supported community events (including an egg-hunt at Victory Park and associated fee-waiver requests) and scheduled follow-up items and special meetings.
