The Palm Beach Gardens City Council approved on first reading Ordinance 12, 2026 (a small-scale comprehensive plan amendment) and Ordinance 13, 2026 (a concurrent rezoning) to assign Conservation land use and Conservation zoning to approximately 23.25 acres at 12170 North Lake Boulevard, immediately adjacent to the Avenir community.
Planning Manager Martin Fitz said the parcel carries a conservation easement benefiting the South Florida Water Management District and that no development was proposed with the petitions. Fitz told the council the property previously had split county land-use designations and that the city's proposed conservation designation aligns with the existing easement and current use. He noted the items were duly noticed, that the Planning, Zoning and Appeals Board recommended approval 5-0 on April 14, and that staff recommended approval on first reading.
Council opened the quasi-judicial hearing, received no public comment on the matter, and approved Ordinance 12 on first reading and Ordinance 13 on first reading by voice votes of 5 to 0. Council discussion confirmed the city had contacted the property owner and that drainage credits and uses tied to the conservation easement would remain available to the property owner as before.
What the ordinances do: Ordinance 12 amends the Future Land Use Map to assign Palm Beach Gardens Conservation (CONS) to about 23.25 acres following annexation; Ordinance 13 reassigns the parcel's zoning to the city's Conservation district to match the land-use change. Both were advanced on first reading and will return for subsequent readings consistent with city ordinance procedures.
