Bolton annual town meeting unanimously approves procedural budget authorizations and five-year capital plan

Electors and qualified voters at Boltons annual town meeting on May 7, 2025, unanimously approved three routine items: to hear annual reports from town commissions and offices; to authorize the Board of Selectmen and the town treasurer to borrow as needed against the 2025-2026 appropriations; and to consider and act on the Board of Selectmens five-year capital improvement plan as presented in the annual budget document.

The meeting was called to order at 6:00 p.m. by Town Meeting Moderator Thomas Fiorentino at Bolton Town Hall. First Selectman Rodney Fournier, Selectmen Amanda Gordon, Gwen Marrion, Robert Morra and Pam Sawyer, and Town Administrator James Rupert were listed as present in the meeting record.

On Item #1, Selectman Pam Sawyer moved the motion to hear annual reports; Selectman Robert Morra seconded. No discussion was recorded, and the motion "Passed Unanimously." The same mover and seconder carried Item #2, which authorizes the Board of Selectmen and the Treasurer to borrow sums as necessary to meet the towns expenses and obligations for fiscal year 2025-2026 within the appropriations approved in the budget. That motion also passed unanimously.

Item #3 addressed the five-year capital improvement plan presented by the Board of Selectmen in the annual budget document. The motion to consider and act on the plan was moved by Pam Sawyer and seconded by Robert Morra; no discussion was recorded and the motion passed unanimously.

With no further business, Robert Morra moved to adjourn, Pam Sawyer seconded, and the meeting was unanimously adjourned at 6:03 p.m. The minutes were respectfully submitted by Town Clerk Elizabeth C. Waters.
