Union City Council approves $400,000 grant application for Willow Street bridge, authorizes paving and grant disbursements

Union City Borough Council voted unanimously June 25 to submit a $400,000 Multimodal Transportation Fund grant application for a Willow Street bridge replacement, approved liquid fuels and county-aid payments for 2024 paving, allocated Renaissance grant awards, and approved several administrative financial moves including a PLGIT account transfer and sale of surplus playground equipment.
Union City Borough Council voted unanimously June 25 to approve a $400,000 grant application to the Multimodal Transportation Fund to help cover costs for a bridge replacement on Willow Street. The resolution was moved by Councilor Osborn and seconded by Councilor Kerns.
The action was the lead financial item on an agenda that also included several other funding motions. Council approved payment on a Cross Paving invoice totaling $104,740.81, to be paid with $92,130.00 from Liquid Fuels and $12,610.81 from the General Fund (motion by Councilor Steadman, seconded by Councilor Kerns). Council also agreed to apply $15,625 in County Aid to the Suit-Kote seal coat project payment (motion by Councilor Joyce, seconded by Councilor Osborn). All motions carried unanimously.
On grants and local economic-development funding, borough staff reported receipt of a $100,000 ECGRA Renaissance grant to the borough. Council reviewed six Renaissance grant applications totaling $27,127.65 and approved four projects totaling $17,675 for the 2023/2024 grant period, leaving $750.49 in the current fund; two applications totaling $9,452.65 were carried forward to the 2024/2025 grant period.
Council also addressed material disposition and surplus property. It approved having Union Township process and grind asphalt millings from the borough’s paving project, with tracking of loads used, and approved delivering two to three loads of millings to the American Legion ballfield to address driveway problems (motion by Councilor Osborn, seconded by Councilor Joyce). In addition, the council authorized posting removed playground equipment for sale on Municibid (motion by Councilor Kerns, seconded by Councilor Steadman).
On municipal banking, councilors approved opening a new PLGIT Checking & Prime account and transferring approximately $140,000 from the Capital Equipment account at Northwest to capture a higher interest rate (motion by Councilor Kerns, seconded by Councilor Steadman).
Several routine administrative motions were also handled: the council passed two tax-exoneration resolutions for properties purchased by the Erie County Land Bank (11 Maple Street and 48 Atlantic Street) and accepted the Secretary’s and departmental reports. No roll-call vote was recorded in the minutes; each recorded motion was described as carrying unanimously.
The meeting concluded with an adjournment at 7:21 p.m.; a later executive session on personnel and contracts convened from 7:22 p.m. to 8:17 p.m., during which no action was taken.
