The council approved a piggyback contract that would allow the city to use Hernando County’s agreement with Southern Disaster Recovery LLC (SDR) to provide debris removal services following a declared emergency. City staff said the contract supplies a dedicated project manager to coordinate contractors, manage stump removal and grinding/mulching and assist with paperwork to facilitate FEMA reimbursement. Staff emphasized there is no budget impact unless the contract is activated; authorized services would be 100% reimbursable through FEMA when applicable.
Council members supported the precautionary measure as prudent emergency planning. The motion passed 5–0 by voice vote.
Next steps: staff will finalize contract authority and keep procurement files on record for activation as needed during declared emergencies.
