City engineer reviews 44 projects — bathhouse bid $925,000, campground full; engineer announces Feb. 7 departure

City Engineer Keith Shriner walked the Belle Glade City Commission through an inventory of about 44 ongoing and planned projects on Jan. 27 and said the city is working to align funding and schedules as designs move toward procurement.
"I will quickly go through this project list," Shriner said as he opened a multi‑topic update that ranged from recreation improvements to stormwater and airport work. He told the commission the pickleball facility is nearing completion and that the lease office re‑roof permit is issued and ready for contractor pickup.
On the campground, Shriner said the city currently operates roughly 350 physical sites but only about 210 are rentable depending on camper size, and the campground has reached full rentable capacity. He described a plan to add about 25 additional 30-by-60 pads with full water, sewer and electric hookups and concrete pads for picnic areas to expand capacity.
Shriner said bids for a bathhouse opened Jan. 13 and "the lowest bid was 925 k," leaving the city about $200,000 short of its budgeted estimate. He said staff are coordinating with Finance to identify available funds before returning to the commission for a decision.
On infrastructure, Shriner summarized design and grant activity: drainage and paving designs for Northwest/Southwest Third Street are complete and slated for bidding this year, Basin D and Basin H1 are about 60% designed with easement encroachment issues to resolve, and the Southeast Avenue G pedestrian bridge is near final design with plans to submit through DOT’s portal for review.
He reported the Gator Boulevard lighting contractor mobilized in September and installed most poles but encountered an underground plate while setting additional poles; Shriner said the road is a county right-of-way and the city is coordinating with Palm Beach County on where remaining poles can be located.
Shriner also outlined parks and airport work — airport shade structures and bleacher shade projects are on the February bid list, Lions Park work is pending a Land and Water Conservation grant, and demolition work at the former Gove Elementary site is advancing with a change order under consideration.
Near the end of his presentation Shriner told commissioners he will leave the city on Feb. 7 to join another firm and that the city will re‑advertise for engineering services and arrange interim coverage: "The 7th is my last day," he said. Commissioners thanked him for his work and noted a plan to bring a successor in for orientation.
The commission took no immediate funding votes in the workshop; follow-up items, grant agreements and construction bids were flagged for future commission action.
