Elwood council adopts ordinance 251 to correct council-district codification

The Elwood Common Council approved Ordinance 251 on Feb. 2 to update the city’s codification of council districts and precinct assignments.
Staff said the legislation corrects a codification error that left older versions of the code inconsistent with precinct assignments used by the county. The ordinance was presented as a technical correction to align the city’s official code with the districts reviewed after the 2020 census and the 2021 internal review.
"When a party chair went to get a list of caucus members they found the codification was wrong," staff said, describing the change as an update to the city’s code book rather than a redrawing of lines. Jeff, who walked members through the change, said maps will be distributed to council members; he noted population balance had been reviewed in 2021.
Council read the ordinance, asked for unanimous consent to consider same-night passage, and then approved the ordinance by roll-call vote.
The ordinance was recorded as enacted that night; staff said the map changes were not drastic and were intended to certify compliance with Indiana law.
