Commission reviews Thousand Oaks sidewalk options; members favor wider sidewalks where possible

City staff presented a corridor assessment and three conceptual alternatives for Thousand Oaks sidewalk rehabilitation between Pomona and Carmel near the north side of Memorial Park and Albany High School. The existing path is broken and narrow (about 3.5–4.5 feet in places), driven by old asphalt and tree root uplift.
Staff noted limited storm drainage, numerous utilities and several large existing trees. They said a curbline adjustment would add roughly two feet of sidewalk width in some segments and allow preservation of large trees while delivering a significantly wider pedestrian clearway. Alternatives ranged from (1) retaining the existing meandering path, (2) a curbside continuous sidewalk (minimum 5 feet), to (3) curbline shift to create a wider, more comfortable sidewalk while maintaining park space and tree canopy where possible.
Commissioners said five feet was too narrow next to the park and recommended a minimum 6‑foot clear width, preferably 8 feet where feasible, and asked staff to coordinate further with Parks, Recreation & Open Space to limit tree removals and specify replacement planting. Staff will return with refined designs and an updated cost/impact comparison for tree removal, utilities and curbline adjustments.
