Ennis accepts Murphy Oil utility easement; approves temporary HQIS contract extension for QUIP administration

The Ennis City Commission on July 1 approved two procedural items related to public utilities and program administration.
Public works staff described a required utility easement from Murphy Oil USA Inc. needed to deconflict an existing city water line with a proposed TxDOT UPRR underpass storm drain and alignment. Staff said Murphy Oil agreed to grant the easement and the mayor was authorized to execute the documents. "The Murphy easement that you would be approving tonight, Murphy did agree to give us an easement and executed it," staff said.
After a closed executive session that included consultation with the city attorney on contractual and economic development matters, the commission reconvened and approved a temporary modification to the existing HQIS agreement for Quality Incentive Payment (QUIP) administration. The modification extends the contract through Aug. 31, 2025, at a rate of $3,000 per month per facility with no quarterly payment; the mayor was authorized to sign the extension.
Both items were approved by voice vote; the easement and the HQIS extension are administrative actions necessary to support ongoing roadway work and program administration and will be followed by implementation steps in public works and the department overseeing QUIP administration.
