Don, a planning/staff presenter, told the council the amendment is staff‑initiated to clarify inconsistencies between outdoor‑storage rules and parking requirements. He said the planning commission held a public hearing on Dec. 3 and recommended the clarified language after three review meetings.
Don described key changes: language that previously counted recreational equipment on a trailer ambiguously has been clarified so a snowmobile on a trailer counts as one item; boats, travel trailers and utility trailers are explicitly included and identified as licensed vehicles when applicable; nonresidential properties may have regulated storage in side or rear areas subject to fencing and screening consistent with the applicable commercial or industrial district.
Council members discussed enforceability and corner/side‑lot situations. Don and staff said vehicles and driveway parking are governed by a separate section of the ordinance, and that side yards and corner lots raise practical enforcement questions the city addresses case‑by‑case. Don said the revised outdoor‑storage language is shorter and more focused than other cities’ codes and that it improves enforceability.
Council voted to approve the ordinance amendment (motion moved and seconded; voice vote carried). The change takes effect per normal ordinance adoption procedures and staff said it should simplify administration and enforcement.
