The Madison Planning & Zoning Commission approved a site-plan modification Feb. 19 for Temple Beth Tikva that revises lighting, parking delineation and landscaping from the church’s 2019 approval. The applicant presented a revised layout that preserves the previously approved 140 parking spaces through curb islands and redefined drive aisles, retains some gravel surface (paving deferred until funds are available), and relocates plantings to respond to security and visibility concerns.
Ben Muskin, chair of facilities at the temple, said the congregation raised funds to finish the work in phases and sought relief from two additional lighting fixtures and an internal center island that the temple said would cause confusing circulation. "We are asking for a modification to a site plan that was approved originally 2019," Muskin said. He told the commission the revised plan includes curbing to define parking, an island to organize flow, and screening plantings where feasible; he also noted heightened security concerns and said the site’s security posture has changed in recent years.
Planning staff reviewed the revised sheets (C1–C2, dated 10/23/25; revised 2/19/26) and reported the parking dimensions and proposed islands materially match the originally approved layout; staff recommended the applicant share the updated plans with the fire marshal to confirm emergency access. The application also proposes screening of trailer storage near a wooded wetland area and revises landscape plans in areas with significant ledge where dense plantings are difficult to establish.
The commission approved the modification with the effective date listed as March 5, 2026, and recorded the vote with one abstention noted in the meeting record; conditions included final inspections, striping if the lot is later paved, and coordination with the fire marshal on emergency access prior to final sign-off. The commission noted staff would inspect improvements and that the issuance of final certificates (zoning compliance, certificate of occupancy) will follow completion and the listed inspections.
The applicant emphasized on-record neighbor concurrence in the revised landscaping plan; the commission’s action preserves flexibility for phasing final paving while addressing safety, fire access and screening concerns.
