Misire council adopts sweeping utility and appropriations package, citing months of committee work

The Misire City Council voted unanimously Feb. 17 to adopt a package of ordinances that overhaul several city utility codes and to approve emergency appropriations and a services contract with the Crawford Partnership.

Council members approved ordinance 9-2026, which reallocates $5,000 in police donations and $5,000 in fire donations to capital outlay line items, after the council suspended its rules and declared an emergency. The council also adopted ordinance 11-2026 on an expedited basis to correct a prior procedural error and to create the city's community redevelopment authority board with appointment and term provisions, citing the need to seat CRA members promptly.

Why it matters: The utility-code package (a batch of ordinances numbered in the 50s and others referenced as chapters 903'931 in the codified ordinances) rewrites municipal rules for street excavations, water-main construction and sizing, water charges and meters, sewer provisions and service charges, garbage and rubbish, and creates a consolidated rate table. City officials said the package represents the service committee's work over many meetings and will provide a single, clearer set of rules and updated rates.

Council president noted the service committee devoted extensive hours to the revisions. "You put in probably a couple hundred hours worth of work into this to get this to this finish line," the president said, commending committee members for diligence in shepherding the code changes.

The council also approved resolution 212-2026, authorizing the service-safety director to enter a contract with the Crawford Partnership for education and economic development; members amended that agreement on the floor to set a three-year term after committee request.

Votes and procedure: Council suspended the rules, waved reading of captions, and adopted the ordinances and resolutions in roll-call votes. For each ordinance in the utility package (including ordinances 52, 54'59-2025 and ordinance 3-2026) the council recorded affirmative votes from the same members present and formally declared those ordinances duly adopted.

What the ordinances do: The adopted ordinances amend multiple chapters of the codified ordinances, including but not limited to provisions on street excavations (chapter 903), water pipes and mains (chapter 913), new construction and sizing of water lines (chapter 914), water charges and meters (chapter 915), sewer provisions and charges (chapters 923 and 925), and garbage and rubbish (chapter 931). The council also enacted a new rate table ordinance to consolidate charges. The text captions were read into the record and committees recommended referral or approval prior to the final votes.

Next steps: Several ordinances were referred back to their sponsoring committees for implementation-level follow-up after adoption; the council did not specify immediate rate changes in the meeting discussion. City staff and committee chairs will proceed with any administrative steps needed to put the new code into effect and report back to council as required.
