Resident asks why town bought generator for 75 Central Street before developer filed proposal

Michael Flynn, a Foxborough resident, told the Select Board on April 28 that town officials purchased and staged a used industrial generator at 75 Central Street on Dec. 12, 2025, and he asked for public records explaining the timing and authorization.

"Who is paying the bill?" Flynn asked, describing the purchase by unit number and asserting the equipment was delivered to the site two months before the developer Douglas King submitted a proposal. Flynn said he had sought records and quoted a town reply indicating "the town does not have any documents responsive to this request." He urged the board to explain how the town purchased equipment for a site that, he said, was not yet in the town’s records.

Flynn urged transparency and cited potential conflicts of interest tied to filings by a local resident, Kevin Weinfeld, that mention Douglas King and the Station One project. He said he had photographs of the generator and asked the town to produce a paper trail for the Dec. 12 purchase.

A board member noted the municipal permitting process for a conversion or redevelopment—first a municipal conversion permit public hearing before the Select Board and then a separate planning-board public hearing—so no final land-use action has been completed. The chair invited Flynn to submit his materials to town staff; Flynn said he would provide the photographs and correspondence for review.

The Select Board did not vote on the matter during the meeting. Staff offered to review any documents Flynn submits to Katie, the town clerk/staff contact, and to follow up with the resident. The board did not provide a timeline for that review during the meeting.
