Positive findings included staff belief in the city manager’s and transit leadership’s openness and recent improvements in workplace engagement. Areas for improvement include consistent performance management (onboarding, promotions, discipline), clearer cross‑shift communication, vacancy management and formalizing a mission/vision/values framework.
Recommendations and council action: Insight Strategies recommended a three‑to‑five‑year strategic plan to define mission, goals and measurable objectives; a standardized communication plan; performance‑management modernization; leadership‑competency development; and vertical teaming to align city and transit goals. Council voted to approve the consultant engagement to move forward with strategic planning and activation.
