Council receives multi‑project update on Hurricane Harvey recovery; PSB and gas‑building completions targeted this spring

Consultants from Broadus Associates and Del Soul Consulting and city staff briefed Port Aransas City Council on the status of Hurricane Harvey recovery and several capital projects, reporting progress and upcoming critical windows for system moves.
Mr. White described work at the public-safety building (PSB), including landscaping, a new gun-lock box at the jail approach, flooring work and testing of dry-erase fire suppression systems in dispatch and the IT room. He said the architect and staff are negotiating liquidated-damages and that the Victory building team provided a tentative substantial-completion date for portions of the work in late March; the gas building was similarly targeted for late March, with the fire station and public-works substantial completion expected in June.
Staff discussed the logistical complexity of moving dispatch and 911 infrastructure, which requires coordinated vendor schedules for phone, radio, recorder and records-management systems. Mr. Parsons said staff have preliminary vendor commitments for a March 30–April 2 window to perform the move and that pre-staging (cabling and antenna work) is scheduled to improve the chance of a clean cutover.
Other project notes included meter swap-outs on the gas system, reuse of excavated dirt by public works to save costs, and progress on beach access-road 1B that staff expect to open for spring break (signs pending TxDOT placement). Staff also outlined procurement steps for a lifeguard building with pre-bid activity and an anticipated April award and June groundbreaking.
What’s next: Staff will continue contract negotiations that may include liquidated-damages discussions, finalize vendor scheduling for the dispatch move, and report back with confirmed substantial-completion notices and any budget adjustments required by schedule slips.
