Colleen recommended clarifying who is eligible to be memorialized — the intent, she said, is to honor community members "who were lost at sea" — and to open a process for people to sign up to donate or place names.
Council members urged staff to begin gathering names and to start outreach and fundraising soon, while recognizing that final cost estimates and base‑material selections remain pending. Staff said it will coordinate with the city manager on funding pathways and return with a recommended process for inscriptions and donor participation.
