Stallings adopts stormwater inspection rules, introduces compliance manager and funds repairs

Stallings Town Council on Tuesday adopted an amendment to Chapter 52 of the town code to create an inspection and enforcement program for stormwater control measures (SCMs) required by the town’s Phase II MS4 permit.
Staff explained the ordinance establishes an SCM inspection program and grants enforcement authority to the newly hired stormwater compliance manager, June Rap, who introduced herself to council: "I'm June. I've been doing this three years now ... and I'm excited to be here and get to work," she said.
Council approved the ordinance unanimously. Staff emphasized that the stormwater enterprise fund will cover the position and program costs via the annual stormwater fee.
Council separately approved a public‑works contract with Red Clay Industries for localized stormwater repairs on Aaron Gill Lane in the amount of $62,150 plus an approximate 20% contingency (total project budget about $75,000). Staff described the work as excavation, removal of root-intruded sections, installing concrete collars/repairs to damaged culverts (pipe sizes range from 18 to 48 inches), backfill and resurfacing as part of planned road work. Because the project exceeds $30,000, council motioned and approved the contract; the funds will come from the stormwater fund.
What’s next: The stormwater compliance manager will begin an inspection program to inventory and inspect the town’s SCMs; the Aaron Gill Lane repairs will be scheduled and performed with close coordination between stormwater and streets crews.
