Contractor says Landing project moving into final phases, eyes end-of-March target

GLC Contracting owner Joe Garvey told council construction crews are pouring concrete and installing roofs and HVAC supports for The Landing; phase one water-side work is complete and phase three west-side finishing and seating are nearing completion.
Joe Garvey, owner of GLC Contracting, updated the Fort Walton Beach City Council on progress at The Landing and outlined immediate construction activities.
Garvey said phase one — the water side work including docks and seawalls — is complete and crews are currently working in phases two and three. He reported concrete pours and structural steel approvals scheduled with engineers, upcoming painting of the steel structure and installation of a TPO roof membrane. Garvey said the band shell seating walls now have artificial turf, the final band-shell sidewalk pour is planned for the coming week, and handrails and HVAC curbs are staged for installation.
"We're really closing in on the western side of that," Garvey said, adding that manpower on site includes multiple concrete crews, electrical and structural teams and an irrigation contractor slated to begin work on February 16.
Garvey said the team is "pushing" for an end-of-March target for substantial completion, subject to structural approvals and the remaining concrete and finish work.
Council members asked clarifying questions about remaining deliverables for phase three and next steps for phase four; Garvey said phase three includes the remaining seating and sidewalks and that phase four (outside the fenced construction area) will require separate funding and likely go out to bid.
The presentation drew brief applause from the chamber; council reserved additional questions and moved on to subsequent agenda items.
