Tredyffrin adopts 2026 budget and fixes tax rates; general fund and fire levies rise

The Tredyffrin Board of Supervisors adopted ordinance HR493 (2026 final budget) and then HR494 fixing real‑estate tax rates for fiscal year 2026 at its Dec. 15 meeting.
Township solicitor Patrick McKenna marked exhibits for the budget public hearing (proofs of publication, distribution list, the final budget and the ordinance). During public comment resident Carol Clarke asked for the dollar and percentage impact of the 2026 budget compared with 2025 and whether the general fund total included the proposed chief operating officer position. Township staff confirmed the budget letter includes both dollars and percentages and that the general fund figures do include the COO position.
Staff reported percentage changes on the record: total township tax increase 3.78%; the general fund increase approximately 1.67%; and the fire levy increase just under 15 percent. Clarke also asked whether the emergency services fund would cover anticipated costs related to creating the TE fire commission; staff said the budget contemplates creating the commission and includes the items known at this time but cannot cover every possible contingency.
After public comment the board adopted HR493 by roll call.
Immediately following, the board opened the public hearing on HR494 to fix the rates: 2.81 mills (general fund), 0.657 mills (stormwater), and 0.845 mills (fire/EMS) for 2026. Supervisor Bascar used his comment to criticize the township’s current revenue‑raising approach and argued that, as structured, Tredyffrin residents effectively subsidize neighboring townships because of where people live and work; he suggested a formal debate on earned income tax (EIT) next year. Board members agreed to schedule a debate and to gather facts before acting.
Roll call on HR494 shows the motion carried: supervisors Humble, Holt, Gussy, Weisaki and Johnston Pew voted yes; Supervisor Bascar recorded a no vote. The board adjourned the public hearing and resumed the regular meeting.
