ESA diagnostic finds technical debt in Sigma Online; recommends policy fixes and Las Posas pilot for data modernization

Environmental Science Associates (ESA) presented a data diagnostic to the Fox Canyon board that identified three structural problems limiting the agency’s ability to move from reactive administration to adaptive groundwater management: complex and inconsistent allocation policies, accumulated technical debt in the Sigma Online database, and the absence of enforceable data‑quality standards for meter and telemetry reporting.
The consultant reviewed five core workflows — telemetry intake and QA/QC, semi‑annual extraction reporting and billing, allocation management, compliance tracking and core data management — and found recurring patterns: extensive manual data processing, fragmented compliance tracking, high error rates in reporting, and slow issue resolution. "We see a lot of time spent on manual data processing and a high error rate in semi‑annual extraction reporting," Savannah Tjaden of ESA said.
Recommendations split into two parallel tracks: implement near‑term policy and process improvements (establish data‑quality standards, explore ET as a cross‑check, streamline business rules to optimize for the 90% routine cases) and plan a strategic modernization of data systems. ESA outlined three possible system paths: re‑architect Sigma Online with county IT, adopt a purpose‑built groundwater accounting platform, or pursue a hybrid approach. ESA proposed a Las Posas Valley pilot — using the more stable parcel‑based allocations there — to test ET cross‑checks, a grower portal, and migration estimates before committing to full system replacement.
Board members asked about costs, timing and governance. Staff said a cost/schedule proposal for the pilot would return to the board in June and recommended quarterly updates as the work proceeds. The board directed staff to bring a pilot proposal and to pursue immediate policy actions that reduce staff burden regardless of longer‑term system choices.
