An application for a Panda Express restaurant in Pod B of Grovestown Center included a vegetation-removal permit that proposes the removal of two native specimen slash pines. Town consultant Jim Flechman prepared an analysis of the need to remove the trees and outlined mitigation and conditions. Staff said the applicant's site and landscape plans are in the backup and that any specimen-tree approval would be conditioned on final site-plan approval.
Council members asked why the specimen-tree request was not presented alongside a final site plan; staff explained the applicant had asked for the specimen-tree request to be considered separately but that council could direct the applicant to present the site plan simultaneously. Staff and the applicant showed the overall site plan on screen so members could see Pod B in relation to neighboring buildings; one council member said the backup did include a site and landscape plan.
Next steps: council did not take action at the workshop but indicated they were comfortable proceeding with discussion at the regular meeting and that any approval should be contingent upon final site-plan approval and mitigation requirements outlined by the town consultant.
