Carmel Town Board appoints new police officer, approves settlement and contract amendments

Town Supervisor Michael Kazeri convened the April 15 voting meeting of the Carmel Town Board, where the board approved a set of personnel and contract resolutions.
Chief Hoffman presented Trenton Valentine as the board's candidate for police officer, citing Valentine's bachelor's and master's degrees in criminal justice from Iona University and his experience with the White Plains Police Department since 2021. "I strongly recommend that we appoint Mr. Trenton Valentine to the position of police officer with Carmel Police Department," Chief Hoffman said. The board adopted Resolution No. 1 to appoint Valentine effective April 16, 2026, at a transfer salary of $72,584; Valentine was sworn in and took the oath of office at the meeting.
The board also read and approved a resolution authorizing entry into a memorandum of agreement with the Town of Carmel Police Benevolent Association (PBA). Town Supervisor Michael Kazeri was authorized to execute the agreement.
On a separate resolution the board authorized settlement of pending litigation concerning a town tax parcel (index number 501-257/2025). The resolution was amended during discussion to change the caption to WMG Owners Corp. v. Town of Carmel; the board authorized outside counsel (Castello and Fulchetti LLP) to execute the stipulation and consent judgment on the town's behalf.
The board approved a personnel-related budget action authorizing payment of wages to employee number 2659 for an additional three months (March 27'June 26, 2026) while the employee remains unable to return to duty following an on-the-job injury.
The board also read and approved a second amendment to the town's lead service-line inventory contract with J. Robert Fulchetti (Falchetty/Fulchetti name appears in contract documents). The amendment authorizes work to develop maps, plans, bid specifications, technical specifications, bid assistance and construction administration to continue the town's inventory and preparation for required replacement work.
All resolutions described above were offered, seconded and adopted by roll call. The board recessed the voting portion of the meeting and moved into a work session to address additional agenda items.
What happens next: the appointed officer's effective date is April 16, 2026; contract documents and the litigation stipulation will be executed by the Town Supervisor or authorized counsel as noted in the approved resolutions.
