CPC updates: veterans housing secures $8M in state funds; Shattuck park earmark reported

The Town of Norwood Community Preservation Committee on May 20 heard progress reports on a slate of CPC‑funded and related projects.
Kristen, community development staff, reported that the veterans housing project at 20 Vernon Street recently secured approximately $8,000,000 in state funding; because that award is part of a grant agreement the Board of Selectmen will handle associated sign‑offs, and the project requires affordable deed restrictions and a master subordination agreement before work proceeds.
Other updates: the Washington Heights Housing Authority roof replacement wrapped up; the project used $300,000 in CPC funds and leveraged about $750,000 from a Highland program. The Gyles Pond study ($200,000) was awarded to Tay & Bond and should start soon. The Ball School/Elliot Field ramp project went out to bid and came in significantly over appropriation; staff expect a second bid cycle this spring. For the Elliot Field feasibility study staff reported a modest $484.50 underrun that the committee voted to return to the undesignated fund reserve.
Members also discussed the Tilton Bells/carillon signage project and the possibility of partial closeouts to free up reserve balances while leaving a small amount for pending signage. The committee described the Old Parish Cemetery entrance contract as issued, with installation expected within one to two months.
The committee noted a $100,000 state earmark in the FY27 budget language for repairs and construction at Shaddock/Shattuck Memorial Park; members said design and bid documents could potentially be reimbursed but the town manager and finance director will ultimately oversee use of the earmark and its timeline (must be spent by June 30, 2028, per discussion).
