Commission approves $4.96M Kaysville road extension and a package of contracts, grants and appointments

The Davis County Commission on May 26 approved an interlocal transportation reimbursement agreement with Kaysville City to fund the Angel Street extension project and also approved a package of departmental contracts, grants and appointments.
Kent Anderson presented the Angel Street project, which would connect the south end of Angel Street near Jefferson Academy to Sunset Drive and add a proposed trailhead for access to the West Davis Trail. The agreement uses third‑quarter transportation grant funds and carries a payable amount of $4.96 million with a project period listed from May 19, 2026, through Dec. 31, 2030. Commissioners voted to approve the interlocal agreement by voice vote.
On health department business, the commission reappointed Dr. Gary Alexander and Richard Swanson to the Davis County Board of Health for three‑year terms and appointed Dr. Steven Christensen to fulfill the board’s dentist vacancy. The commission also approved (1) an amendment to a contract with the Utah Department of Health and Services for tobacco‑prevention funding (receivable $635,725, term 7/1/2026–6/30/2027) and (2) an agreement with the Utah Department of Environmental Quality to perform minimum performance standard work (receivable $86,031, same term).
The Sheriff’s Office presented two training reimbursement agreements for recruits (amounts $18,630 and $19,666) that require service commitments or repayment if the trainee departs early. The commission approved a pricing amendment to Interactive Data that reduces per‑seat access to $140 per month (5/1/2026–5/1/2027) and a master service agreement with Lexipol LLC for access to an annual corrections policy manual and training briefs ($33,061.12 for 2026).
Treasurer Matt Brady described an amendment to the county’s armored transport contract with Cashman that removes the Sheriff’s Office from the service and reduces Health Department pickups from three to two times per week at a lower rate; commissioners approved the amendment. Commissioners also approved consent items 15–20, convened the Board of Equalization to consider property tax business, and approved the property tax register (2026‑21) as recommended by the county controller.
