Waseca County adopts 2026–2028 strategic plan, prioritizes justice center and workforce development

The Waseca County Board of Commissioners on Wednesday approved a 2026–2028 strategic plan that names the county justice center and broader infrastructure modernization as a top priority, while placing workforce excellence and improved public communication alongside it.
County staff presented the draft plan in a morning work session and asked commissioners to confirm a three‑year window, which staff described as running through the end of 2028. "This will take us through the end of 2028," Michael (staff member) told the board as he described the recommended timeframe and the plan’s role in shaping future budget requests and department workplans.
The board’s adoption formalizes three priorities and sets three goals under each priority with associated strategies. Priority one centers on completing the new justice center on time and within budget and on modernizing county facilities. Priority two focuses on "workforce excellence and organizational leadership," with strategies to strengthen recruitment, succession planning and career development. Priority three targets service excellence, transparency and community engagement; staff noted plans to use a public portal (ClearGov) to display progress on individual goals and strategy-level metrics.
Commissioners emphasized that the plan is intended to be a living document. The board voted to review progress annually and align a formal update with the county’s budgeting calendar so department budget submissions reflect strategic priorities. As Michael explained, the board will ask departments to tie requests for board action back to the plan’s stated priorities and goals.
The plan also calls for public engagement around major capital projects. Staff noted two community open houses related to the justice center and capital improvement planning, tentatively scheduled for June 17 at 10 a.m. and 6:30 p.m. Those events, staff said, are meant to provide residents with project visuals, floor plans and direct opportunities to ask questions.
The board approved the resolution to adopt the plan; commissioners and staff said they will continue refining operating details and will present an annual status report to the board in December prior to final levy and budget actions.
What's next: staff will post a public‑facing version of the plan on the county website and prepare the first annual progress report ahead of year‑end budget discussions. The board also directed staff to return with recommended metrics and a reporting schedule so progress on goals can be tracked in ClearGov.
