Council then moved to appoint Daryl Taylor to the second seat for an initial two‑year term ending December 31, 2027; that motion also carried 4–0.
Councilman Turner described substantial citizen interest in the CID seats and said the appointments are part of work to finalize paperwork with the tax commissioner's office and to establish the CID’s bylaws. The council did not discuss compensation or detailed CID bylaws at the meeting; staff noted the appointments will stand subject to finalization of CID procedures.
