The second introduced ordinance, City of Aurora Ordinance 2025-13, would vacate another alley to enable construction of smaller, more affordable houses. Staff provided parcel-level details for the second item: the owner to the south would receive approximately 0.07 acres and two adjacent lots would each receive about 0.0015 acres; an easement will be recorded on redevelopment property to provide driveway access and parking for the new house.
Staff and council discussed the legal mechanics of vacations in Indiana — when a public alley is vacated the adjoining landowners typically receive halves of the right-of-way — and noted practical issues including county auditor requirements for surveys and legal descriptions and potential city liability where the city has previously maintained or used the right-of-way. Council urged petitioners to file necessary survey work so the auditor can update legal descriptions.
Council also reminded the public about a scheduled annexation meeting on Sept. 2 that will include additional annexation hearings and the eventual ordinance presentation and final vote expected later in the fall. The council asked residents to attend the upcoming Wednesday hearings to see maps and offer public comment.
