The board discussed and approved an easement request from Xcel Energy to relocate and upgrade lines near the police department at 980 Spruce Street. Staff explained the easement accommodates a possible future east-side addition to the police building and noted the utility will install primary, three-phase lines at a depth of roughly 36–40 inches; staff said the project is coordinated with a nearby bridge/highway project and that overhead lines will be moved now and loop-fed and abandoned later to avoid conflicts. A motion to approve the easement was made and approved by voice vote.
Justin of the village-sanctioned sanitation contractor presented a proposed five-year contract that largely mirrors the current agreement (the current contract runs through June 30). The board discussed adding service for the local food pantry and whether the pantry needs both garbage and recycling pickup; the board approved the contract and instructed staff to finalize contract routing with the village attorney and administration.
On capital projects, the board carried Resolution 2025 D01, a preliminary intent to levy special assessments for the 2025 street project. The resolution passed on a roll-call vote from members present; staff said the measure is an initial step in financing the planned street work and that further details will be provided as design and cost estimates are finalized.
Other actions approved by voice vote included renewing the village attorney/RFP process for legal services, raising the police department credit card limit from $1,000 to $2,500 for consolidated command-staff purchasing, approving a Planning Commission recommendation for two building signs for Johnson Tractor (no pylon sign), and authorizing payment related to wastewater plant work that staff said had improved filter automation and operation.
The board tabled a request for final pricing and installation estimates on replacement doors at the Civic Center after members said the contractor quotes did not include installation costs and the board lacked a chosen door style.
The meeting packet and approvals reflect routine municipal operations; next steps identified by staff include follow-up on food pantry service details, final contract paperwork, coordination with Xcel on utility relocations, and distribution of detailed cost estimates for the street project ahead of any final assessment decisions.
