Brookings approves modest utility rate increases and system replacement fees tied to CPI

City staff explained the adjustments are linked to the February–to–February consumer price index and amounted to a 2.2% increase. Council moved to adopt resolutions 26-R1294 (water rates), 26-R1295 (sewer rates) and 26-R1296 (system replacement fees) together; the motions were seconded and carried.
Council members commented that the budget process produced only modest increases for the public and commended staff for limiting service impacts while maintaining operations.
The rate changes will be implemented under the adopted resolutions and appear in the city’s upcoming billing cycles for 2026–27.
