Council accepts low bid to rebuild Monmouth airport terminal using insurance and grant funds

The Monmouth City Council approved a low bid to rebuild the city’s airport terminal and office building, awarding the contract to Hine Construction for $478,000 and authorizing staff to proceed with contract administration.
Shane Larson, who presented the bid summary, said insurers and state grant funding will cover the terminal project. Council members noted the 2019 fire that destroyed the hanger and terminal and discussed the economic impact of restoring airport operations. Larson said the low bid was substantially below a second bid and that the scaled design includes an open meeting space, one office, two restrooms and a utility room to reduce construction and maintenance costs.
Council members approved the low‑bid award on a voice and roll‑call vote. Staff said they would coordinate timing with the contractor and return to council with a schedule if the contractor could begin promptly.
The vote authorizes use of insurance proceeds and restricted airport funds; councilors said restoring the terminal would help attract users and support local businesses that benefit from airport visitors.
