Beatrice mayor: 19th Street closure, West Court water-line work, landfill progress and an Aug. 19 doggy dip

On streets: Morgan said 19th Street is closed to accommodate Black Hills utility work related to Heritage Heights and a planned house move, and the city combined street repairs and water-main adjustments to limit repeated closures. He said through-traffic on Lincoln Street (25th to 27th) will be open before school starts, though sidewalks may lag. The mayor noted the council approved a change order at a recent meeting to add an outlet to address pooling near the new school.
"Black Hills was going to close 19th Street and our guys had the foresight to say, 'Well, wait a minute. If it's already closed for that, why don't we do the streets? Let's do the water.'" Morgan said.
Morgan said work on Fifth Street continues in sections and contractors were asked to keep moving to limit parking impacts for nearby businesses. A rumor about installing a roundabout at a formerly signalized intersection was dismissed: Morgan said no roundabout is planned in the next several years and that any major change would require further traffic study and grant funding.
West Court Street Bridge: equipment seen under the bridge is for burying a water line in advance of an eventual state-led bridge replacement, Morgan said, describing it as preparatory utility work rather than a street construction closure.
Pool and events: The council approved a doggy-dip event to close the pool season on Aug. 19; the event will be split by dog size/temperament and will benefit the Humane Society. Morgan said the pool season was generally good despite some rain.
Landfill: Morgan reported that landfill cell one is nearly complete with multiple liner layers, that the scales building is under construction, and that the first phase remains on track for initial operations around early November. He estimated that each landfill cell would last about 10'12 years and said there is room for approximately seven cells, which he characterized as roughly a 70-year capacity horizon.
Morgan closed by reminding drivers to watch for school buses as classes resume.
