Spark team briefs commissioners on Resilient Neighborhoods pilot and plans National Good Neighbor Day pop‑ups

Paige Otto, Community Resilience Coordinator on the Spark team, and Vanessa Taylor, Spark’s Community Partnerships Team Manager, updated the board on Spark’s Resilient Neighborhoods programming and a pilot Neighborhood Community Fund.
Otto said the pilot year (April–November) produced 12 applications and 11 implemented projects, and that Spark invested “over $17,000 in those resident‑led neighborhood projects.” The program also supported neighborhood organizing and launched an Adams County Walks initiative with walking‑leader training.
Spark’s next public effort is a National Good Neighbor Day pop‑up: Otto said the team plans an evening of multiple ice‑cream truck pop‑ups on Monday, Sept. 28, with a central site at City View Park in the Welby area. The events are intended to connect neighbors, raise awareness about the Neighborhood Community Fund and recruit block captains for other locations.
On outreach, Taylor said Spark coordinates with county communications for summaries, e‑blasts, targeted social ads (Nextdoor/Facebook), mailers and flyers linked to a web page with program details and application materials. Commissioners requested a simple landing page or directory of registered neighborhood groups and an accessible one‑pager or QR flyer they can distribute; staff said a public directory is not yet external but could be ready later this year as more groups form.
No decisions were required; Spark sought board visibility and participation. Staff offered to provide a flyer/one‑pager for commissioners and said they will share the event plan and outreach materials ahead of Sept. 28.
