Harpswell committee reallocates small social-service grants, redirects funds toward People Plus

During the Dec. 15 Harpswell Budget Advisory Committee meeting, members debated allocations for the town’s social-service grant line and agreed to reallocate funds away from agencies that did not submit timely or complete applications.
A committee member summarized the suggested change: eliminate appropriations for Independence, the Red Cross and a third agency listed in the record as Sweeter/Sweetzer, and use the freed funds to largely cover a request from People Plus, which provides transportation and other services to older residents. After those changes the committee reported a new social-services total of $38,216 and one member calculated the revised year-over-year change as about 9.7%.
Committee members framed the decision as a reallocation rather than a spending cut: one member noted that removing two agencies that failed to follow application instructions would free up funds that could then be targeted to higher-priority local services. The committee treated the matter by consensus and asked staff to record the decision in the budget recommendation to the Select Board.
