Nederland council approves final payment and release of retainage for Hilldale street-improvement project after signature concerns

The Nederland City Council approved final acceptance and release of retainage for the Hilldale/Hill Terrace and Netherland Avenue hot-mix overlay project, a grant-funded street improvement that had been awarded to Blacksmith Ventures LLC.
Public Works Director/City Engineer Rob Woods told council the low bid for the project was $763,550 and the final contract price was $715,445 after reductions. The project was funded by a Hurricane Harvey Community Development Block Grant — disaster recovery (CDBG-DR) award administered by the Texas General Land Office; the council approved pay application number two and the release of retainage in the amount of $71,544.50 from grant funds.
During the packet review Council member(s) raised concerns that multiple signature blocks for Mr. Woods in the application appeared to differ and that a contractor’s notarized signature was dated May 2 while a related city signature line was dated April 24. Mr. Woods explained that he prepared and signed the pay application and then returned it to the contractor; he said the contractor had completed final cleanup and that the sequence reflected the contractor submitting signed materials which were then reviewed and processed by staff.
After the explanation the council moved, seconded and approved final payment and release of retainage by voice vote. Council members indicated they were satisfied with staff’s explanation but asked that documentation be clear in future submissions.
