Nederland council adopts new meeting policies after clarifying special-meeting notice and public-comment time limits

Nederland’s City Council adopted a new set of policies and procedures for city council meetings after council members and staff worked through a substitute draft and approved two amendments requested during discussion.
City Attorney Levens presented a substitute resolution intended to capture the substance of the draft in clearer resolution language. Councilors corrected the reading time to show regular meetings will begin at 6:00 p.m. and voted to amend the substitute to insert the word “written” into the special-meeting notice provision so the rule matches the city charter requirement that special meetings be called by "giving written notice" to the city clerk. Public commenter Joe Shipley raised this omission during the public comment period and the council adopted an amendment to add the word.
Council also amended the rule that establishes a three-minute time limit for public comment to add an exception: speakers whose matter is on the agenda may speak longer if they are "otherwise invited by council." Council members said that change was intended to avoid cutting off agendaed presenters while preserving a time limit to prevent filibustering.
After considering the substitute and two amendments, the council moved, seconded and approved Resolution 2025-07 by voice vote. Officials said the revised policies will be posted with the council’s agenda materials and apply to future meetings. The city attorney and staff were thanked for preparing the substitute language and for working with council on clarifications.
