The Dumont Borough Council voted to adopt Bond Ordinance 1651 on its second reading, authorizing $2,129,000 to pay for public improvements, new equipment and vehicles, communications and IT upgrades.
During the meeting the borough’s finance presenter reviewed the municipal debt profile, stating outstanding bonds of approximately $36.7 million across multiple series and a net debt figure (after reserves and adjustments) of about $45.2 million as of Dec. 31, 2024. He said auditors project a roughly $1.1 million reduction in debt service in fiscal 2026 that the borough could use to repurpose outstanding debt payments.
Public comment focused on long-term cost projections and total interest expense; a resident asked for an estimate of total borrowing cost over the life of the bonds and the mayor agreed to consult bond counsel for a projection. Council emphasized that authorizing the bond is a precondition to borrowing and that actual borrowing timing and final totals will depend on contract awards and market rates.
The ordinance will fund items listed in the borough’s capital plan, including sewer remediation tied to the municipal complex, Prospect Avenue paving and replacement/upgrade of various municipal vehicles and equipment. Staff said some purchases replace aging vehicles (police and DPW) and fund infrastructure work that is ready to proceed after the estoppel period ends.
Vote: The council adopted Ordinance 1651 on second reading (roll call recorded affirmative by the council members present).
