Montgomery County Public Schools board approves FY 2026–2027 budget, removes NRV reset and funds interpreter position

The Montgomery County Public Schools board approved the fiscal year 2026–2027 budget and pay plan at its May 28 meeting, voting 7–0 to remove a proposed "NRV reset" program and instead fund an additional interpreter position.
Dr. Gimpel, a board member, urged the board to drop the NRV reset proposal, saying the item would raise costs "by about $10,000" and obligate the division to students who enroll in the K12 Stride online program from across the state. "We would be responsible for all the students that are across the state that sign up for K12 Stride," Dr. Gimpel said, adding that the quoted $85,000 figure for the program did not include transportation and would not serve some special-education students who must still attend Minnick or Roanoke.
Angie, an administrator for the district, told the board the $75,000 is a specific line item that could be reallocated to fund an interpreter position that had been put on hold pending state funding. "That position in particular is a perfect fit dollar-wise for that," Angie said, recommending the board move the line item to cover the new hire.
Board members questioned other elements of the pay plan before the vote. Greg, an administration representative, confirmed that an increase in paraprofessional contract days reflects additional professional development time (noted in discussion as raising contracted days into the 183–184 range). Board members also asked whether temporary stipends were being converted into base pay; administration said several stipends for facility and operational staff have been shifted into base pay where appropriate, while a small number remain as stipends for certification-based pay that can vary year to year.
Ms. Reed called the roll on the amended motion; Ms. Franklin, Dr. Gentry, Ms. Pargman, Mr. Roberts, Dr. Rountree and Ms. Purcell joined Ms. Bond in voting "yes." The chair announced, "Seven in favor. Motion carries."
The vote approved the budget and pay plan as presented with the friendly amendment to remove the NRV reset program and allocate the $75,000 line item to the interpreter position. Administration said the district will track state funding developments and may reallocate funds if state allocations change.
The board then moved to a separate item and voted to enter closed session later in the meeting to discuss one personnel matter under section 2.2-3711 of the Code of Virginia.
