Staff said the submittal from Tad Griffith (Royalty Enterprises, Inc.) complied with the city's commercial design standards and included preliminary landscaping and grading elements; a formal grading permit and final construction drawings will be required before any work begins. Commissioners asked about significant grade differences between the existing lot and the expansion area and whether mass excavation would be handled through the grading permit. Staff said the grading permit process includes erosion and dust-control measures and that the final grade will match existing roadway elevations.
Because the city's grading permit carries a one-year expiration, staff recommended mirroring that timeline for the preliminary site plan to ensure progress is made. Commissioners agreed and incorporated a one-year re-evaluation into the motion. The motion to approve the preliminary site plan subject to staff comments and the one-year expiration carried unanimously.
