City Attorney Brad Kristofferson told the council the proposed Title One is intended to put commonly referenced appointment authorities and administrative duties into the municipal code so residents and officials can find them locally rather than searching state code.
"It just adds them to city code... clarifies who the mayor appoints who they don't appoint," Brad said, describing the draft as a concise reference rather than a substantive change to who holds authority.
Council members asked procedural questions about overlap with Chapter 2 (administrative code) and whether the new text would duplicate existing language. Staff and the attorney said the group could either relocate duties or add references (for example, a cross‑reference to 2.06) to avoid duplication.
Members asked for a redline version and agreed that written comments to the attorney would help avoid an email‑chain that could create an inadvertent meeting. Staff committed to circulate a redline, solicit individual feedback, and, if needed, place the item on the next meeting agenda for a public hearing and formal action. The council noted the 10‑day notice requirement for public hearings and discussed timing so public comment and budgeting processes can align.
Next steps: staff will send a redline and contact information to councilors for individual feedback and return with a public‑hearing notice and recommendation. No formal vote or adoption occurred on Title One during this meeting.
