Council supports Foresight Park projects but seeks broader engagement before formally adopting master plan

City parks staff summarized progress on projects guided by the Foresight Park master plan and asked council whether to move toward formal adoption of the plan that was gifted to the city in 2023.
Gordon Denny, senior director for parks and tree, noted the master plan grew from a seven‑year process with an 11‑month community engagement effort that produced more than 4,500 survey responses and a roughly 300‑page plan. Staff cited completed and planned work that aligns with the plan: renovated basketball courts (2024), playground surfacing repairs (2025), a restored fountain, a recently opened shade garden and planned resurfacing of the tennis courts and splash pad repairs.
Several council members praised the projects and the use of the plan as a guideline but said they wanted broader neighborhood and citywide engagement before formally adopting the entire master plan. Council directed staff to continue targeted outreach with nearby neighborhood associations, the park conservancy and other stakeholders; staff indicated a Rotary Club donation and an associated agreement (AOU/AOU) to fund a 'gathering place' will be on a June agenda.
Next steps: staff will continue stakeholder discussions, present the Rotary Club agreement (AOU) for council action at the June meeting and return with a community‑engagement plan if council wants the master plan formally adopted.
