WCCUSD board adopts Special Education Local Plan (Section B) after public hearing

The West Contra Costa Unified School District board held a public hearing May 27 on the Special Education Local Plan (Section B) and its annual services and budget plan and approved the documents after public comment and trustee discussion.
Dr. Guthrie Fleshman, who presented the plan, described the required statewide template and governance elements, including assurances and interagency agreements (such as medical therapy and regional center coordination). He said the district is a single-district Special Education Local Plan Area (SELPA) and that the county superintendent and the Community Advisory Committee (CAC) had reviewed the plan.
Angela Silver, chair of the CAC, told the board that the CAC had "meaningful participation" and provided feedback that was incorporated into the plan. The board moved to adopt the plan and submit it to the California Department of Education for final approval; trustees voted in favor following the public hearing.
Dr. Fleshman said the annual services and budget detail the revenues and object-code expenditures for special education services, and he confirmed projected year-end spending of approximately $120 million for 2025-26 based on current estimates. Trustees asked clarifying questions about outstanding compliance items and CAC input; Dr. Fleshman said the district was tracking a small number of open cases related to services and working to resolve them.
Outcome: the board approved the SELPA Section B plan and authorized staff to forward it for state review.
