East Granby planners to consolidate, clarify town tax-incentive plan

Members of the East Granby Economic Development Commission spent a substantial portion of their March 23 meeting reviewing and assigning next steps on the town's tax-incentive plan.
The chair said several early drafts exist and that the plan needs consolidation and clearer public-facing language, especially around cost tiers and application fees. Justin Lantine, a planner introduced at the meeting, said he will meet with staff to review the rationale behind recent adjustments and that he needs information about the town's minimum square-foot zoning thresholds before final consolidation.
Commissioners discussed that fee structures previously made the program impractical for applicants and that the revised plan aims to align more closely with neighboring towns such as Avon and Canton. The commission agreed staff will circulate the latest draft and that the commission will schedule a review once minimum lot/size requirements are clarified. The chair emphasized that an applicant's financial feasibility and municipal department reviews (finance, planning, building) will be part of any recommendation.
The commission also discussed that any recommendation would still require a public hearing before final municipal approval.
Members tasked staff to provide the latest draft, include a proposed fee schedule and any relevant minimum square-foot data at the next meeting.
